ロンドン、縁石分離の自転車レーンが開通

サイクル・スーパーハイウェイ2号線の延伸区間が昨日、開通しました。
前日に同路線の既存区間で死亡事故が発生するというタイミングでの開通です。

延伸区間を撮影した車載動画を見付けました。

度重なる事故を受けて、新しい区間は単なるペイントから
縁石による物理的な分離に変更。既存区間も今後改修し、
縁石で分離するとの計画が市長から発表されました。

Boris Johnson announces Cycle Superhighway improvements as he opens new section of CS2

Mayor of London Boris Johnson today announced plans to spend
£35 million on improved and new cycling facilities in London.
Alongside the Mayor’s announcement, Transport for London said
it plans to recruit over 100 designers, engineers and traffic modellers
to help deliver the new cycling infrastructure.

ロンドン市長は今日、ロンドンの自転車走行環境を改善・拡充する為に
3500万ポンド〔翻訳している時点のレートで約55億5千万円に相当〕を
投じる計画を発表した。これと並んでロンドン市交通局は、
新しい自転車インフラを実現する為に100人以上の設計者や
技術者などの採用を計画していると発表した。

これまでどういう陣容でインフラ整備をやってきたんですかね。
日本の国交省の自転車ガイドラインも3、4人くらいの有識者の判断で
適当に決められてしまったようですが、良いのかなあ。

しかもロンドンと違って日本は行政が自分の間違いを認めない体質が強いから、
一度自転車レーンを作ってしまったらもう路駐で塞がれようが
死亡事故が起きようが直さない公算が高いですね。

a major upgrade of existing Cycle Superhighways –
including the section of Cycle Superhighway 2
where Philippine de Gerin-Ricard was killed by a truck in July.

悪名高いサイクル・スーパーハイウェイ2号線の新設区間
(ボウ環状交差点からストラトフォードまで)の開通に際して市長は、
既存のサイクル・スーパーハイウェイの各路線も大規模に改修すると約束した。
改修対象には、今年7月にフィリピンヌ・ド・ジェラン-リカーが
トラックに轢き殺されたサイクル・スーパーハイウェイ2号線も含まれる。

He also announced a new “substantially-segregated
cycle superhighway through the heart of central London –
adding a north-south segregated route
to our already-announced east-west route.”

市長はまた、新しい「構造的に区分されたサイクル・スーパーハイウェイを
ロンドンの中心部に通す。これで、既に発表済みの東西路線に
南北方向の路線が加わる事になる」と述べた。

The mayor described the new section of Cycle Superhighway 2
as “first physical fruit of my promise to improve the experience
of cycling in London”.

市長はサイクル・スーパーハイウェイ2号線の新設区間を
「ロンドンの自転車環境を改善するという私の約束の
最初の具体的な成果だ」と説明した。

The two-mile stretch of cycle path is almost entirely separated
from the adjacent A11 and has bus stop bypasses
so that cyclists are not forced out into traffic to pass a bus.

2マイルの延伸部分はほぼ全区間が、隣接する車道 A11 号線から
分離されている上、バス停をバイパスできる構造が採用され、
バスを追い越す為に車の流れに押し出される事が無くなった。

The new section of Cycle Superhighway 2 was in use yesterday,
and cyclists were quick to take to Twitter to point out
that lack of a drain in one section had allowed it
to fill to the kerb with rainwater.

サイクル・スーパーハイウェイ2号線の新設区間は昨日から
供用が開始されており、サイクリストたちは既にツイッターで、
一部区間に排水溝が無く、雨水が縁石の間に溜まる
という問題点を指摘している。

The mayor’s office is billing this as the first fully-segregated section
of cycle superhighway, perhaps forgetting that the Cable Street section
of Cycle Superhighway 3 also has long stretches
that are separated from motor vehicles by kerbs.

市長事務局は今回の新設区間をサイクル・スーパーハイウェイで初めての
完全分離区間であると謳っているが、サイクル・スーパーハイウェイ3号線にも
自動車から縁石で分離された区間が有るのを忘れているのだろう。

The inner section of Cycle Superhighway 2 from Aldgate to Bow,
will be the first existing Superhighway to be upgraded.
Work to design the upgrade has been underway
since the publication of the Mayor’s Vision for Cycling in March.

サイクル・スーパーハイウェイ2号線のオールドゲイトからボウまでの区間は
既存区間で最初に改修される区間になるだろう。設計は既に、市長が
自転車環境の展望を発表した3月から進められている。

Johnson sees separated junctions as vital to the safety of cyclists.
"The big issue overall in London is the interaction between
cyclists and large vehicles turning left," he said.

ジョンソン市長は分離型の交差点がサイクリストの安全にとって
要になると見ている。市長は「ロンドン全体の大きな問題は
サイクリストと左折する大型車両の衝突だ」と言った。

At the launch, Boris Johnson said he would
"take account of any comments and criticisms".

新設区間の開通式でボリス・ジョンソンは
「どんな意見や批判にも耳を傾けたい」と語った。

He told the Guardian's Peter Walker:
"Those are interesting things the coroner said.
The question is, what do we do about the blue strips?
Do we need to radically review all those?
I think the evidence is mixed, and what we're going to do
is look at the unbounded blue strips and see if they need adjusting.
I'm not saying necessarily that we're going to remove them,
but we're going to see what improvements can be made to them."

市長はガーディアン氏のピーター・ウォーカー氏に対して、
「検視官の報告には興味深い点が幾つか有った。
問題は、あの青い帯をどうするかだ。
あれを根本的に見做す必要が有るのかどうか。
私は証拠から肯定・否定の両方が読み取れると思う。
我々が今しているのは、境界の無い青い帯を注視して、
改善が必要かどうかを判断する事だ。
私はあれを必ず撤去するとは言わないが、
どんな改善が可能かは見定めていく。

CS2の自転車レーンは縁石が無いだけでなく、
独立した車線である事を示す白線も引かれていません。
自転車レーンとしての法的な地位が無いので、車の進入を許容しています。
「境界の無い(unbounded)」というのはそういう意味です。

While he said that he doesn't think fully-segregated cycling routes
are possible in London because of the competition for road space,
Johnson said: "It is clear that where we can go for
good segregated schemes we should."

ジョンソン市長は、全区間が分離された自転車ルートは、
道路空間の取り合いの都合で、ロンドンでは無理だと考えているが、
「優れた分離構造を作れるところでは、そうすべきだ」と言った。

Cycling organisations gave a cautious welcome to the plans.

各自転車協会は新しい計画を手放しでは歓迎していない。

Mark Treasure, chair of the Cycling Embassy of Great Britain,
said: “It is encouraging to see that TfL are recognising past mistakes,
even if it is taking death and serious injury for them to do so.
Superhighway 2 in particular is demonstrably lethal,
and unattractive to would-be cyclists.
Lessons are being learned in the worst way possible.

大英サイクリング・エンバシーの代表、マーク・トレジャーは
「ロンドン市交通局が過去の過ちを認めた事が分かった。
ただ、当局が腰を上げるまでに死傷者を出している。
特にスーパーハイウェイ2号線は明らかに死の危険が有り、
潜在的なサイクリストを遠ざけている。
当局は最悪の形で教訓を得た。

“Today’s announcements suggest that TfL are now
starting to adopt proven solutions from the continent,
that make cycling both safe and attractive. However,
it is essential that designs really are up to scratch,
and don’t just give up when the going gets tough,
particularly at major junctions.
That means that motor traffic capacity
can and should be sacrificed, where necessary.

今日の発表はロンドン市交通局が、自転車を安全で魅力的なものにする、
大陸で実証された手法を採用し始めた事を示唆している。しかし、
設計はスタートラインに過ぎない。大型の交差点などの
困難な状況に直面しても、計画を諦めてしまわない事が重要だ。
それは即ち、必要とあらば車の交通容量を犠牲にすべきという事だ。

「大陸」というのはオランダなどのインフラ整備事例を念頭に置いています。
イギリスは自転車インフラに関してはまだまだ発展途上国で、
大陸の国々とは経験の蓄積が全然違うんですね。

この辺の事情をよく把握しておかないと前車の轍を踏む事になるんですが、
日本の政治家とか学者の言説を聞いていると甚だ不安になります。
