ロンドン、自転車レーンから自転車道に方針転換

前回の記事(ロンドンの自転車レーンで死亡事故)からの続きです。

オリンピックを目前に急拵えで整備されたロンドンの
「サイクル・スーパーハイウェイ」は、2013年7月の死亡事故で
遂にその問題点が広く知られるに至ったわけですが、

ロンドンのサイクリストたちはその数年前から既に、
この自転車インフラに対して安全上の懸念を示してきました。

今回は、そうした批判の記事と、批判を受けて
方針転換したロンドン市交通局の記事などを紹介します。

サイクル・スーパーハイウェイは屑だと言う記事です。
死亡事故が起こる以前に書かれたものですね。

Geffen had just returned from a trip to global cycling centre,
Copenhagen, where, he says, “cyclists are made to feel
gloriously welcome on the city’s streets,
with wide areas of blue paint to give you clear priority
through even the busiest  junctions.
The blue paint in London leads you into the back of parked cars.”

ちょうどゲファンがコペンハーゲン旅行から戻ってきていた。
彼に言わせるとコペンハーゲンは、「サイクリストは
市内の道路を走ると盛大に歓迎されているように感じる。
幅広の青いペイントで明確な優先権が与えられ、
交通が非常に激しい交差点でもスムーズに通過できる。
ロンドンでは同じ青いペイントでも
サイクリストは路駐車両の後ろに誘導される。」

to make it safer and easier for the growing numbers of
cyclists to criss-cross the capital.

ボリス・ジョンソン市長が鳴り物入りで始めた
ロンドンの新しいサイクル「スーパーハイウェイ」は、
最近増えつつあるサイクリストたちが
首都を安全に移動できるように作られたものだ。

However, it appears that Vince Cable's chauffeur
tried to stymie their efforts by blocking one of the routes
with the Business Secretary's ministerial car.

しかし、ヴィンス・ケイボー議員の運転手が、
その努力を妨害しようとしたようだ。
ビジネス担当大臣でもある議員の公用車でレーンを塞いだのである。

Cycle Superhighway 2

2号線を全線通しで往復したサイクリストのレポートです。
写真がたくさん載っているので、それを見るだけでも
多くの問題点を読み取れます。

The great majority of the length of Superhighway 2
is not even a cycle lane, bordered by a solid or dashed white line.
It is simply a ‘guide stripe’, running either inside an existing
vehicle lane, or a bus lane. It is consequently of no help
whatsoever in moving past stationary vehicles
(of which there are plenty at peak times), which will block it.

スーパーハイウェイ2号線の全長の大部分は自転車レーンですらない。
白の実線か破線で区切られていないからだ。あれは単なる
「目安の帯」で、既存の車線かバスレーンの中に敷かれている。
結果、渋滞で動かない車に塞がれてしまい、何の役にも立っていない。

原文中、bordered by という受動分詞がカンマ接続で使われていますが、
書き手が意図した意味は動詞修飾ではなく名詞修飾のようです。
スーパーハイウェイ1号線の画像を検索すると、
2号線と違って青色ペイント+白線の独立レーンだったので。

The most comfortable cycling is in the bus lanes, where they exist.
They give the separation from motor traffic that is so badly lacking
while cycling in the ‘stripes’ where bus lanes are absent.

一番快適に走行できたのはバスレーンの中だ。
バスレーンでは他の車から分離された、非常に貴重な環境が得られる。
これはバスレーンが無い区間での「単なる帯」では得られない。

However, they are still ‘stripes’ and involve overtaking
(and being overtaken) by taxis and buses.
The half-arsed solution to negotiating past parked buses
are the square ‘footprints’ painted outside the bus stops.

ただし、バスレーンの中と言っても「帯」は「帯」に過ぎず、
バスやタクシーとの追い越し、追い越されは発生する。
停車中のバスに対処するためにロンドンが出した答えは、
バス停の外に四角い「足跡」をペイントするという不完全な代物だ。

The other function of these ‘footprints’ is to provide
a miniscule degree of continuity to the Superhighway
when it ceases, passing by parked vehicles.

この「足跡」のもう一つの機能は、スーパーハイウェイが
路上駐車で途切れる区間でも、最小限の連続性を確保する事だ。

It would be dangerous to run a cycle lane right next to
parked vehicles. But instead of creating a continuous route
that would be safe, the planners of the Superhighway
have essentially just given up at the first sniff of a conflict.
How did this cost so much money?

駐車車両のすぐ横を走行するのは危険だ。だが、
スーパーハイウェイの設計者は、連続的な走行空間で
安全性を確保しようとせずに、最初から諦めてしまっている。
だったら何であんなに金が掛かったんだよ?

Worse still is the amount of parking
that exists in the Superhighway itself.
In places the blue paint is only itermittently visible.

さらに酷いのは、スーパーハイウェイそのものの中に
駐車された車の数だ。場所によっては、路駐で隠れて
青いペイントが途切れ途切れにしか見えない。

日本では、幅員が狭すぎて最小限度の自転車レーンすら
確保できない道路でこれと似た措置を取るように
国交省のガイドラインが指示しており、
実際に東京・西葛西で整備事例が見られます

I cannot fathom how we’ve ended up with
what amounts to nothing, with so much spent.
Quite honestly the blue paint has not made a bit of difference.
It has not improved the cycling environment one bit.

なぜあれだけ出費しておいて、こんな無意味な物が出来上がったのか、
私には理解できない。正直言って、あの青いペイントでは
何も変わっていない。自転車走行環境はほんの少しも改善していない。

しかし、同路線の自転車の通行台数は増えているようです。
安全性が改善されないまま利用が増えるという、
ちょっと困ったパターンですね。

TfL and LB Newham to open consultation
on Cycle Superhighway extension

ロンドン市交通局が今後の整備・改修で
自転車レーンから自転車道に舵を切ったという記事です。
ほぼ同じ内容をBBCも報道しています。

Transport for London (TfL) and the London Borough of Newham
are to open a consultation in the new year on the planned extension
of Barclays Cycle Superhighway 2 (CS2), which currently runs
from Aldgate to Bow, where it finishes at the notorious
Bow Roundabout.

ロンドン市交通局とロンドンのニューアム区は、
バークレイズ・サイクル・スーパーハイウェイ2号線(CS2)の
延長についての意見募集を年明けから始める。
CS2 は現在、オールドゲイトからボウまで整備されており、
その終点は、あの悪名高いボウ・ラウンダバウト(環状交差点)だ。

Proposals focus on cycle safety, with 3 kilometres of
segregated cycle lanes planned and upgrades to
10 junctions including the Stratford Gyratory.

提言は自転車の安全性に焦点を当てており、
3 km 長の構造分離型の自転車レーン〔= 自転車道〕や、
ストラトフォード・ロータリー交差点を含む10ヶ所の
交差点の改良を含んでいる。

自転車レーンは失敗だったと市当局が認めて
方針転換をした事例と見る事ができます。
日本にとっては実に示唆的ですね。

According to TfL, cyclist numbers on CS2 have increased
by 28 per cent from September 2010 to June 2012,
with Bow Road alone having seen an increase of 55 per cent.

ロンドン市交通局によれば、CS2 を通行するサイクリストは
2010年9月から2012年6月までの間で 28 % も増えた。
ボウ通りに限れば、55 % も上昇している。

自転車レーンと車道が縁石で区切られている事が分かります。
日本で言う自転車道ですね。むやみやたらと植樹帯を作らず
視界を確保している点は好感が持てます。

On Stratford High Street, a new two metre wide segregated
cycle lane is proposed by removing one of the three
traffic lanes on Stratford High Street in both directions
(including small sections of bus lane where still existing).

ストラトフォード大通りでは、車道に元有った3車線の内の一つ
(一部区間のバスレーンも含む)を潰して、
両方向とも 2 m 幅で自転車道を整備する。

バスレーンまで潰すというのは画期的ですが、
自転車道が中途半端な狭さで、追い越しには気を使いそうです。
これ、将来もっと自転車が増えたら渋滞が発生するでしょ。

ロンドン市交通局の計画ではバス停の構造も改善するそうです。

え? これで改良型とか言ってんの?
めっちゃ屈曲が急に見えますが。

Between Cam Road and Carpenter’s Road, the bus stops
would be converted to cycle bus stop bypasses -
where cyclists are directed behind the bus stop
and along a cycle lane at carriageway level.

カム通りとカーペンター通りの間の区間では、
自転車がバス停を迂回できる構造に作り替える。
サイクリストは車道と同じ高さの自転車レーン〔= 自転車道〕
に沿って進み、バス停の背後〔= 歩道側]〕を通過する。

This would reduce the risk of conflict between
cyclists and general traffic, including buses
pulling in and out of bus stops.

これにより、〔停車中のバスを追い越そうとする〕
サイクリストが他の車と衝突するリスクを避けられる。
もちろん、バス停に発着するバスとの衝突もだ。

There would be a raised table to provide a crossing point
for pedestrians to reach the bus stop island from the footway.

バス停部分には嵩上げ部分を設け、
歩行者が歩道からバス停に渡れるようにする。

うーん、そもそもバス停以外の部分で
そこまで縁石の高さが必要なのかという議論も有りますよね。
15 cm くらいの段差なら暴走車は乗り越えちゃうんだし。

オランダの自転車道は歩道との間の段差も小さいので、
バス停部分で殊更に嵩上げをしたりはしません。

ロンドンは嵩上げによるハンプで自転車を減速させる
効果を狙ってるんでしょうが、そう上手く行くかな。

最徐行しないと車体が大暴れするくらいの段差でないと、
逆に勢いを付けて通過しようとするサイクリストも出て来ると思いますが。
多摩川サイクリングロードの段差舗装なんかが良い例です。あれは失敗でしょ。

地元サイクリストのブログ記事です。

Last week, cycle campaigners up and down the UK,
choked on their morning cup of coffee, in sheer shock,
as TfL revealed their plans for extending Cycle Superhighway 2.

先週、イギリス中の自転車活動家が、
モーニング・コーヒーでむせ返りながら跳ね回った。
ロンドン市交通局が発表したサイクル・スーパーハイウェイ2号線の
延長計画に衝撃を受けたのだ。

紅茶じゃないんかーい!

The plans provide a glimpse in to the future of cycling in London.
A future that cycle campaigners have been screaming for.

交通局の計画では、ロンドンの自転車環境の未来の一端が示された。
自転車活動家が長年、大声で求めて続けてきた未来だ。

Currently, to cycle in London you need to be prepared to mix with traffic.
You have to be aware that vehicles will overtake you at speed,
at the bare minimum passing distance.
At times you’ll be able to reach out and touch those vehicles.
You also need to know how to navigate tough junctions,
designed for cars. As Boris Johnson said:
“you need to have your wits about you”.

現状では、ロンドンで自転車に乗るには車と混ざり合う覚悟が要る。
車が猛スピードで横スレスレを追い越して行くかもしれない事を
肝に銘じておくべきだ。時には、手を伸ばせば届くような距離を
掠めて行く事さえ有る。また、車向けに設計された交差点も
自転車にとっては過酷で、交差点内でどう立ち回れば良いのかを
知っておかなければならない。ボリス・ジョンソン市長が言ったように、
「冷静な判断力が必要だ。」

That’s all well and good for those of us who’ve become accustomed
to this environment. However, it makes cycling in London
inaccessible to new cyclists, who are scared off by the conditions.

私たちのようにこの環境に順応できた人間ならまだ良いが、
新しいサイクリストにとっては怖くて堪ったものではないだろう。
その所為でロンドンからサイクリストを遠ざけてしまっている。

In future, bike rides in London will feel very different.
Instead of battling it out with traffic, you’ll be able to cycle
in separate safe lanes. These will provide enough space
for faster cyclists to overtake.

将来は、ロンドンの自転車環境は様変わりしているだろう。
車と戦い抜く必要は無くなり、分離された安全なレーンを通行できる。
またそのレーンは、速く走れるサイクリストが他の自転車を
追い越すのに充分な幅員を持っているだろう。

This is the kind of infrastructure that has made cycling in countries
such as the Netherlands become mainstream,
as opposed to leaving it in the sidelines.

この種のインフラは、オランダなどの国々で自転車を
〔交通モードの〕主流に押し上げてきた立役者だ。
線を引いただけの自転車レーンとは対照的に。

There are some improvements of course,
such as the need for angled kerbs,
as covered on the Alternative department for transport blog.
An angled kerb would provide easier access for wheelchair users
and makes it less likely a cyclist will clip the kerb.

もちろん、まだまだ改善が必要な点は有る。
例えば、「もう一つの交通省」ブログが紹介しているような
斜面型の縁石の導入だ。縁石を斜面型にすれば
車椅子での通過が楽になるし、自転車が引っ掛かって
転倒するリスクも減らせる。

この斜度だと車椅子にはかなりキツいと思います。
また、自転車は自転車道と歩道の行き来がどこでもできるように
なってしまうので、自転車同士の出会い頭事故のリスクも上がりそうです。
(歩道上に駐輪場が有れば、そういうケースも生じるでしょう。)

ただ、視覚障害者にとっては、明確な落差が有る事で、
自分が歩道にいるのか、自転車道にいるのかが分かりやすいですね。
(それは普通の垂直型の縁石でも同じですが。)

記事タイトルは皮肉です。
自転車レーンとバス停の問題点と解決策を提示した記事です。
ここでは、ロンドン市交通局のイメージ図に対して
問題点を指摘した部分を抜粋します。

If pedestrians have priority then can’t we add zebra-stripes
to the cyclepath, or at least a ‘pedestrian’ icon on the surface?

If bike users have priority then the surface should remain blue
throughout the crossing area, which will make it clear
to pedestrians that they’re crossing a cyclepath.

(Also, maybe the footpath should lower to the cyclepath level
rather than the cyclepath rising to footpath level
as in the images above.)

もし歩行者に優先権が有るなら、
なぜ自転車道にゼブラ帯を引かないのだろうか。
少なくとも、「歩行者」アイコンくらいは描けるだろう。

逆に、もし自転車に優先権が有るなら、歩行者との交差部分も
一貫して青色に塗って、歩行者に自転車道を横断している事を
自覚させるべきだろう。

(その場合はまた、自転車道を歩道と同じ高さに嵩上げするのではなく、
歩道を自転車道と同じ高さに切り下げる形にすべきだろう。)
