p. 5
− In most cases flicker raises the conspicuity of front lights.
− There is no clear relation between flicker frequency and conspicuity.

/* 中略 */

− Flicker does not contribute significantly to the conspicuity of rear lights.

/* 中略 */

Visual perception suggests the following disadvantages of flickering bicycle lights:
− Flickering bicycle lights make it harder for other road users to estimate the speed and trajectory of a bicycle.
− Flickering bicycle lights may reduce the conspicuity of emergency services.

The ability of subjects following snowplows to detect deceleration of the snowplow was measured with each lighting configuration during nighttime field tests conducted while snow was falling. The mean time to detect closure was significantly shorter with the steady-burning light bar than with flashing lights.

Conspicuity of target lights: The influence of flash rate and brightness
http://ntrs.nasa.gov/archive/nasa/casi.ntrs.nasa.gov/19750023659.pdf

This study examined the relative conspicuity of foveally equated, point-source, steady and flashing lights of several brightnesses, seen against a star background. From the subject's viewpoint, these target lights could appear anywhere within a large (40° horizontal by 35° vertical) field of view. The lights appeared at random time intervals while the subject was periodically distracted by a simulated cockpit task.

The results indicate that correct target detection increased and reaction time decreased with increased target intensity. Steady lights were missed more frequently and acquired more slowly than flashing lights, but no significant differences were found among the wide range of flash rates employed. The intensity of the light had a greater effect on both detection and reaction time to steady lights than to flashing lights.

Eric Scigliano(2013年11月25日)"Bike bullies: Turn off those blinking lights!Crosscut.com
